2005: Billingsley did not see any game action after transferring to Oklahoma State from Moorpark College in California. 2004: Billingsley played football at Moorepark Junior College in California. Cortney was considered one of the top cover corners in the Western State Conference. He also earned the Junior College Spotlight Award. 2003: Billingsley attended Missouri State, but did not compete in football. 2002: Billingsley was on scholarship at Kilgore Junior College and earned a starting role at cornerback as a true freshman after enrolling in the spring. High School: Billingsley was named all- district and all-area as a senior at Arlington Sam Houston High School in Class 5A. His senior season, Cortney had 16 pass deflections and two fumbles caused. His junior year, Billingsley had two interceptions against rival Arlington and also returned a defensive conversion for two points in that game. Personal: Born Sept. 17, 1982, Cortney is the son of Gary and Lawanda Primm. He has an older brother, Robert. Cortney is majoring in education at Oklahoma State. He enjoys spending his free time with his family and going to church.
